PLOT SUMMARY:
Batman is out on patrol to stop industrial polluters from dumping radioactive waste into the ocean. As he finishes testing the water, a truck backs up to the dock. While they unload the canisters of waste onto the barge, Batman camouflages himself and ties the truck to a with a hooked line to prevent its escape.
The captain of the barge is impatient and tells them to hurry up. Suddenly, he's wrapped in a bolo. Still camouflaged, he knocks out the other worker. The supervisor pulls a gun, but is knocked to the ground by a thrown canister. The driver of the truck panics and speeds off, but the hook pulls the wheels out from under him, disabling the truck, and he crashes into some crates.
Batman picks up the supervisor and demands to know for whom he is working. Of course the supervisor refuses to answer. Batman then spots a cellphone in the supervisor's pocket and chooses the speed-dial. Derek Powers, in the middle of a business negotiation, picks up and is livid that Batman has foiled him again. His skin begins to flake off.
In the lab, Powers is looking for answers, but does not like what he hears, until Dr. Stephanie Lake speaks up. She proposes creating a new body from his old DNA, before the change took place and transferring his consciousness to the new body. She says, she will test the procedure on someone else first to make sure it works and the test subject will be none other, than Dr. Victor Fries AKA Mr. Freeze.
It seems Mr. Freeze has survived only as a conscious head, kept alive by machines to perform his vital functions. Being immortal, he thinks about death constantly, but Dr. Lake offers him a new, and normal, life.
Later in the lab, a new body has been created. The transfer process is not without risks, and Dr. Lake tells Fries, "Remember, there might be some momentary discomfort." Fries screams at the pain, but then wakes up to find he has a body that can feel the cold again.
At Terry's high school, he and Dana are starting their walk home and asks her if she has time for a soda together. However, she spots Bruce behind them and know he has to go to work. Bruce shows Terry a news report on a portable screen. It's Powers giving a press conference for his company's new procedure. Though it has been many years, Bruce does not trust Fries and tells Terry to follow him.
Batman is watching Fries as he saves a cat from the train tracks. Terry is unconvince that Fries is dangerous. Fries and Stephanie make their way onto the train. They are off to visit Fries's own grave, or at least, where his previous body is buried. Fries is glad they did this as it symbolises his transition to a new life.
Just then, Batman spots a masked figure with a machine gun. He rushes and knocks Fries and Stephanie out of the way. Then he subdues the gunman. The gunman insists that the "monster" needs to die. Batman tells Fries to let the police handle him, but Fries frees him, explaining to him that he has done the man enough damage for destroying his family. Fries begs the man's forgiveness and tells the man he will try to make reparations. The man, not quite believing what he hearing, slowly backs off.
The next day, Fries is giving a television interview explaining his new charity, the Nora Fries Foundation, named after his late wife. The interest on his legitimate earning will be used to fund this foundation, but Bruce calls it blood money. Terry believes Bruce should give Fries a break. Naturally, having fought Fries so many times, Bruce is unlikely to do so.
After the interview, Fries starts to find it a little hot. Even after going outside, he still feels it. After sitting on a park bench, it begins to snow, but he does not feel cold. At the lab, Fries is sitting on a gurney in a cold room, while outside, Dr. Lake reports on the failure of Fries's new body. Powers says they should do a biopsy Fries's organs, and Lake says they can. She goes to the temperature controls and starts to turn up the heat. Fries weakens, but is strong enough to throw the gurney through the glass barrier, and knock down Dr. Lake, to escape. He runs out into the snow and begins to feel much better.
Much later, neither Powers nor Batman have been able to find Fries. Dr. Lake remarks that Powers should not worry because of the current heat wave. Just then, the ground begins to shake and large icicles shoots out from the ground. The ice starts to form up all around the building. This alerts Batman, who is outside, that Fries has been found. Only this time he has returned as Mr. Freeze with a new cold suit he had kept locked away for all these years. Dr. Lake tries to plead with him, but to no avail. Powers tries to take this opportunity to escape, but Freeze stops him in his tracks. He tells her, "Remember, there might be some momentary discomfort." and encases her in a block of ice. He heads outside, freezing security as he passes, towards the plant power stations.
Meanwhile, Powers transforms into the Blight and breaks free of the ice.
At the power station, Freeze has blocked off the doors and turns on the generators. He then creates large icicles that will blow up the generators. He tells Batman that this is the end for him and that he should leave. Batman attempts to stop Freeze and ends up being frozen to a wall. Then Blight comes and starts emitting so much radiation that Freeze can feel it through his cold suit. Batman eventually breaks free, and knocks Blight off Freeze. Batman comments that this new foe is "like a walking meltdown". Just as Blight is about to finish Batman off, Freeze, who re-adjusted the power on his freeze gun shoots Blight right out of the building into a frozen pond.
Batman pleads with Freeze to get out, but is greeted by a wall of ice that cuts off any chance of Freeze's survival. Without any other choice, Batman gets out of the building, just as it explodes.
Terry and Bruce talk about the encounter afterwards, and though Terry admits that Bruce was right, Bruce replies, "We both were."

INTERESTING NOTES:
- The appearance of Victor Fries was originally going to be a brief comedic scene where Bruce sends Terry to the fridge to get him something to drink, and he opens it to find Victor's head staring back at him. The producers decided that joke didn't do the character justice and wrote this story.
