After countless humiliations at the hands of the Batman, Penguin realizes that while he may not be able to take down the Dark Knight alone an all-star team of Gotham's most dangerous villains might just do the trick. While trying to stop this powerful force Batman must deal with team building issues of his own as Batgirl and Robin meet for the first time.

INTERESTING NOTES:
- Bane, Riddler, the Joker, and Mr. Freeze were all considered being a part of 'Team Penguin'. Unfortunately, Bane was taken down by Batman, Robin, and Batgirl. Joker, Riddler, and Mr. Freeze each declined Penguin's offer.
- Beginning with this episode, all three crime fighters now know the secret identities of one another. Batman finally reveals his secret identity to Batgirl, who then logically deduces Robin is Dick Grayson, and (despite her attempt to not reveal hers) Batman tells Dick that she is Barbara Gordon.
- It's funny that Ragdoll suggests the team name "Villains United," considering that among Penguin's cadre, the Ragdoll character was the only one that was on the team-of-focus in that book.
- Here, we see the introduction of Robin's collapsable bo staff and bird-a-rangs, the latter of which were first created for his Teen Titans counterpart.
- Killer Moth was the first costumed supervillain ever faced by Barbara Gordon as Batgirl in the comics.
He also appeared as the villain in the short and never screened pilot for a proposed Batgirl spin-off show with Yvonne Craig in 1967. There, he was played by Tim Herbert".
Originally, Killer Moth was a fairly formidible foe in the comics, a sort of "Anti-Batman" with a Mothmobile, Mothsignal, and coming to the aid of villains harassed by the police and Batman. His name was "Cameron Van Cleer".
In the 1990's, the comics retconned him to having always been a loser comedy-relief villain whom no hero or villain takes seriously, whose real name turns out to be "Drury Walker". Then, he became moth-monster Charaxes and was killed in the recent "Infinite Crisis". A new Killer Moth in the original costume has since appeared.
