Originally from Metropolis, detective Crispus Allen was transferred to Gotham City where he was partnered with detective Renee Montoya on the GCPD MCU (Major Crimes Unit). Allen had a loving wife and children he always saw as the most important things in his life, even putting them above his job and the safety of others when Gotham was in Crisis. Allen saw Batman as a necessary evil, not wanting to deal with him but tolerating his presence better then some GCPD officers. His views on Batman were often seen in their occasional interactions, notably during Brian Azzarello's Broken City storyline. Allen was an agnostic who doubted the existence of God in spite of his family's strong faith.
On an otherwise ordinary night for Allen and his partner, Renee Montoya, the duo are walking out of a local pizzeria when they spot a gang 'hunting party'. Allen requests backup, but the two opt not to wait the five minutes for the backup to arrive, hoping they can save lives. Upon entering the building the gang went into, the detectives find several murdered men as well as two large perps. Allen chooses to watch the suspects while Montoya scouts the rest of the building. Black Spider suddenly appears at the crime scene, firing upon Montoya. The first few shots hit Renee, but she is protected by her bulletproof vest. Black Spider then aims at the detective's head, but before a shot could be fired, Allen shoots and kills Black Spider.
The Internal Affairs department later gets the story from Allen, taking his gun and putting him on temporary leave until his story can be proven. The investigation seems to be simple. Complications arise, however, when a new Crime Scene tech by the name of Jim Corrigan steals important evidence from the scene: the bullet that killed Black Spider. When Internal Affairs tries to place the last bullet Allen claims to have fired, it is missing. Corrigan has already sold it on an online bidding site, as part of a lucrative business selling crime scene memorabilia.
The Internal Affairs investigator in charge of Allen's case tells Montoya about the missing bullet and suggests that Corrigan is connected to its disappearance. Montoya quickly embarks on a mission to clear her partner's name by retrieving the missing bullet. After tracking down Corrigan and beating him in a fight, Renee forces him to tell her the whereabouts of the bullet. After this bullet is found, Allen is allowed to return to the force. However, Montoya's actions have destroyed an ongoing Internal Affairs investigation into Corrigan's misconduct. When Allen finds out about this later on, he is angry at Montoya.
Secretly, Detective Allen has started his own private investigations into Corrigan, not involving Montoya to make sure his conclusions will be viewed as legitimate. During this investigation (which takes place during the events of Infinite Crisis), Corrigan finds out about Detective Allen's investigation. Corrigan tracks down Allen's informant and beats him to death. Corrigan lets Allen find the informant's body before shooting Allen in the back and killing him (in Gotham Central #38). By tampering with the evidence, Corrigan manages to get off clean. Allen's death and Corrigan's escaping justice lead Montoya to a breakdown, and she decides to leave the force.
while Allen's body was in the morgue, the Spectre is forced into Allen's body, making Allen the new host for the Spirit of Vengeance.
