After his release from prison, criminal Paul Strobe plots revenge against his former business partners: Hayes, Jenkins, and Barker. Strobe invents atomic goggles which give him extraordinary abilities, then begins his revenge scheme. Batman interferes, but Atomic Man escapes. When the crook strikes again, he uses his goggles to make Batman’s cowl transparent, but the Caped Crusader anticipated the move and covered his face with make-up to protect his identity. Finally, Batman defeats Strobe and his gang.
