A criminal scientist who invented a helmet that could create realistic illusions. He attacked Metropolis and Gotham City with his device but was opposed by Superman, Batman, and Robin (I). To defeat them, the villain created a Super-Ray Machine that, instead of just creating illusions, could rearrange the atoms in dust to materialise into solid matter in any shape. The heroes finally defeated Atom-Master by using his own weapons against him. After serving a prison sentence, Atom-Master used his Super-Ray, now incorporated in his helmet, for a crime spree in Metropolis. Escaping Superman, he was drafted into the Forgotten Villains, a criminal team that repeatedly fought the Forgotten Heroes, both on their own and on behalf of Vandal Savage. Atom-Master has not been seen since the team disbanded.

Atom-Master's helmet could create realistic illusions and dense constructs out of dust which he then controlled. It was also capable of controlling his Forgotten Villains teammate, the robotic Ultivac.
