The Banner is an extremist terrorist who firmly believes himself a patriot. Hence, he fights anyone he believes a threat against Gotham's constitutional rights. He is equally dangerous for criminals trying to establish themselves in Gotham and for government agencies that he believes that betrayed the city declaring it No Man's Land.

When the government actively started to make a presence in Gotham after it was rebuilt, the Banner thought that it would be a show to blow up the FBI's new Truman Building headquarters by using subway propelled explosives. Batman managed to stop the attack but could not capture him. The Banner is currently keeping a low profile and waiting for the time of a new attack.
