A modern-day pirate who terrorized ships in Gotham City's harbour for a time. He and his crew were tracked down by Robin and Sherrif Smith, who were able to use an electronic parrot which recorded everything the Captain said to bring the crew to justice. Captain Fear himself, however, escaped and his identity and whereabouts are still unknown.
