An enigmatic cowled villain who invented a "dream gas" which rendered Batman unconscious and made him believe that he was battling several of his past foes. As the Batman was disposed of, Narcosis broke into a dairy plant to poison Gotham City's milk. With the help of Commissioner Gordon, Batman recovered just in time to defeat the villain and his gang. Later, during the "No Man's Land" era of Gotham, Narcosis returned and briefly allied himself with the Mad Hatter, but was betrayed by the latter who wanted to claim Narcosis' cowl for himself.
