After the earthquake in Gotham City, the inmates of Arkham Asylum broke out of their cells. They took control of the asylum without being able to get out. A battle of leadership was started between the Joker, and the maniacal Waxman. Waxman didn't realize that he was in over his head until the Joker killed him.
