PLOT:
Batman and Robin thwart an assassination attempt on the life of José Camaran, the President of a small Latin-American country named Mantegua. Later, Camaran tells Batman of his
country's troubles with the bandito El Papagayo and their desperate need of a Batman of their own. Batman agrees to fly to Mantegua to hold try-outs for the position of Bat-Hombre. Batman and Robin prepare all of the
necessities for the future caped crusader including a Bat-Horse and his very own Grotto located beneath an old farm house which would serve as a Bat-Cave.
The try-outs nearly complete, Batman and Robin fear they will not find a suitable candidate but as luck would have it, they eventually find their Bat-Hombre in a man by the name of
Luis Peralda. Outfitting Luis as Bat-Hombre, Batman tells President Camaran the
good news and he is more than thrilled to finally have a protector for his country.
Unfortunately, unbeknownst to both men, Luis is secretly working for El Papagayo. Papagayo never decides to kill a man on his own but rather leaves the decision up to his talking parrot named Toto who perches on
Bat-Hombre's shoulder during a meeting between the two men. When he returns to the Grotto, Batman and Robin notice the distinct parrot claw marks on Luis's shoulder and arrest him and put him in jail. Not wanting to depress the
President, Batman dons a fake mustache and poses as Bat-Hombre and goes to meet the President for a face to face before embarking on his mission to capture El Papagayo.
While Batman and Robin take the Bat-Horse to catch El Papagayo, Luis realizes that the police forgot to strip him of his utility belt and uses it to break out of jail. While Robin is descending the slope towards
El Papagayo's camp, Luis surprises Batman and the two do battle with Luis eventually tumbling over the ledge to his death.
Batman captures El Papgayo and turns him over to the police who reveal that the President had died of natural causes shortly after getting to meet Bat-Hombre for the first time. Although Mantegua is
still without a protector, Batman is comforted by the fact that the old man at least got to die in peace.
