PLOT:
Standing over Arnold Wesker's corpse, Batman realizes that the last thing Wesker (the Ventriloquist) did was use Scarface's hand to write a name on the floor using the grease from his dinner. Realizing the name written was that of a street in Gotham, Batman returns to the Batcave and pulls all surveillance footage from that street. Looking through the footage from a storage facility, he sees KGBeast, Magpie and the Ventriloquist all meeting with Harvey Dent. After Dent seemingly prepares them for something they all go their separate ways. Upon second look however Batman notices a strange reflection in the facility's metal walls. Using the Bat-Computer to enhance the image Batman realizes that there was another party present at the meeting with Dent - Orca!

Arriving on the rooftop of the Gotham PD building, Batman meets with Bullock and Batman decides to offer Harvey a second chance for all the work he's done in the past couple of months - uncovering all of the corruption on the force. Bullock accepts and tells Batman that all of the villains at that meeting were all connected by one man - The Penguin! Batman is soon called away to a dump site where the police have located the gun stolen from the Gotham PD evidence room. The gun of course has prints matching Dents, but considering it was evidence for a crime Two-Face committed in the past this isn't all that surprising. Batman begins to suspect that perhaps Harvey isn't behind this at all. He sends Robin to take care of Killer Moth while he goes to confront Harvey Dent himself.

Arriving at Harvey's penthouse Batman finds an enraged and bitter Dent waiting for him. Insulted that all of his work over the past year seems to have been thrown out the window the minute a murder happens, Harvey is upset that his name immediately tops the lists of suspects. Harvey triggers an explosive and blows up his own pent house and escapes.
