PLOT:
The outfit may have changed, but it's still the same old Jason Todd underneath that gleaming red helmet. Or is it?
Something is changed within Jason Todd. He's smarter. More vicious. Beneath the red armor he's begun to grow his natural hair back out in all it's auburn glory. He's stopped dying it black. That was something Bruce had him do. But Bruce is gone now. And now he's decided to take the crime fighting game up a notch - doing something he says they should have done a long time ago. Let the Punishment Fit the Crime.
As suddenly as they arrived, the Red Hood and Scarlet depart the bloody conference room and Dick decides to let them go. They've got other matters to attend to, including the fact that nestled amongst one the corpses is one lone survivor... and he just so happens to be clutching in his hand another domino!
Penguin meanwhile has no interest in observing the Bat-Family reunion. His only interest is self-preservation so the
squawking bird man takes off, diving out of a window, seemingly forgetting that penguins cannot fly. Thankfully Robin's batline is able to slow his fall and ease his impact. But unfortunately that's all the media sees. Batman and Robin shielding a known criminal from Gotham's Underground.
The news is all abuzz with this. By the time they get home, it's all over the television. News programs consult with the Oberon Sexton to learn his opinion of the matter. Sexton, the faceless Brit who has
traveled to Gotham in search of what he believes could be a globe trotting serial killer sides with Batman and Robin. But unfortunately the rest of the community doesn't feel that way. The results of a phone-in poll light up the screen. "Should the
Punishment Fit the Crime?" 43% say no. 57% say yes.
And therein lies the crux of Jason Todd's new plan. It's all about the media. Sitting in their
armored mobile command unit, Sasha glances over a book Jason has called "Getting the Best of YOUR Brand." Perhaps it's just her inborn Russian
pessimism but Sasha can't seem to shake the troubling fear over the criminal precipitation of their actions. If they're supposed to be the heroes - what kind of villains could they be attracting? What happens when the Crime decides to catch up with the
Punishment?
Eduardo Flamingo is exactly what happens. And he is the kind of enemy you don't want to attract. The El Penitente enforcer's pink jet is found by police at a nearby airfield sometime after his arrival. The blood of the mafia-paid arm candy girls is smattered all over the cabin interior. Almost all of the women are dead. Partly out of respect, partly out of disgust, the police cover their faces with white towels to mask the carnage underneath. Those that did survive recount in horror how the madman sliced their faces off and forced them to watch while he at them.
Much like Oberon Sexton, Flamingo's entire family was taken from him by criminals. But unlike Sexton, it was Flamingo himself who butchered his family. The mob sliced up his brain, made him do horrible things, twisted and deformed him until it forged within his soul a pit of rottenness. He became the Ace of
Assassins. And now Death itself has come to Gotham... looking for the Red Hood! Soon after learning about Flamingo's arrival Batman rushes to find Jason before Flamingo can. By the time he and Damian locate Hood and Scarlet they're pouring bleach into the IV of the only other surviving member of Penguin's criminal meeting of the minds, a mouthpiece by the name of Mr. Santo.
Though they save the mouth-piece's life, the battle between the Duos quickly turns ugly. Sasha has not forgotten the face of the Boy Wonder who failed to save her like he promised he would back at Professor Pyg's circus of horrors. And she takes this opportunity to make the most out of this little reunion - shanking Robin with one of her razor sharp knives! Distracted, Batman calls out to his partner but this only allows the Red Hood to get the upper hand, knocking him
unconscious with a point blank gunshot to the chest. The plated Kevlar armor stops the bullet but the impact itself is enough to knock Dick out.
Scarlet and Red Hood take the Dynamic Duo down to their mobile command unit where they seal them up tight. They've yet to realize that Eduardo Flamingo is on their tail. And they may have just locked up the only two people who could save their lives from the pink haired motorcycle riding maniac who takes aim at that shiny red hood and opens fire!
