PLOT:
Heroes everywhere are dealing with a computer virus that has caused electronics to malfunction.
Zatanna and Mary Marvel, on a cruise ship, investigate a disturbance in the water which results in Slig of the Deep Six, a New God, being shot out of the water. He is trying to escape from someone who has already killed his brothers. This person comes out of the water with the dead brothers and kills Slig before flying away. Zatanna finds Mary Marvel very extreme with her new powers. Mary Marvel is being watched by Eclipso.
Oracle is in a computer war with Calculator. He is responsible for the computer virus and is trying to access her databases. She successfully stops him. With that done she turns to Karate Kid and Una who need help for Karate Kid, who says he is dying.
Batwoman and Question stop Trickster and Pied Piper outside the Iceberg Louge. Question is convinced they aren't responsible for the Flash's death and she lets them go.
Jimmy Olsen, dressed as Mr. Action has gone to Titans Tower to join the Titans. Robin tries to talk him out of being a hero. When Jimmy wants a chance to prove his powers, Robin easily connects with a kick. Jimmy's powers only seem to work when he is in real danger.
The Monitors have observed the murder of Deep Six and are concerned that deaths of New Gods have risen above ten. They can also no longer track Jason Todd, Donna Troy and their brother Monitor who are outside of the multiverse.
Darkseid also knows about the New God deaths but considers them pawns in a greater battle where he will rule the multiverse.

In this story, the Monitors
decide the fate of those who cross from one Earth to another. The Monitors fear that people
traveling between universes will result in destruction of the Source Walls separating the different universes, leading to chaos and perhaps the end of the multiverse. A vote is taken and all but one of the Monitors agrees that extreme action is needed to stop those who cross universes. The one negative vote is the Monitor of New Earth who leaves the other Monitors to try his own plan.
