PLOT:
Batman and Robin follow two con men to the small town of Meadowvale. The con men set up operations at a county fair, where they meet George Barrow. Barrow was a convict at the same prison as the men and escaped with them. The men blackmail Barrow, threatening to turn him in.
Batman finds the crooks at the fair. After a chase through the fairgrounds, the crooks are captured. They tell the authorities about Barrow, but the townspeople of Meadowvale support George. Batman obtains a pardon from the governor, allowing George to remain free.
