PLOT:
Jervis Tetch was released from prison; the Mad Hatter was quick to make his return to crime. He escaped from Batman and Robin and continued his rampage. Bruce Wayne "threw his hat in" the race for city councilman in order to lure the Hatter out. The ploy worked, but Robin ended up shot and the Hatter escaped.
