PLOT:
Batman believed Police Headquarters would be the next target. He had Gordon evacuate in time for the police to see the building demolished. Batman thought to use Bruce Wayne as bait for the bomber. Wayne purchased one of the bomber's favorite buildings, planning to renovate it. Batman was waiting for him when he arrived to murder Wayne.
