Montoya and Allen arrested Simon Lippman. While he was being interrogated, a man simply walked into the stationhouse and flashed them the third missing teenager's student ID. He said he was a friend of Lippman's and wanted to give him an exclusive. He told them the third boy should still be alive, but he would only tell the Batman where he was.
As the police went over there options, Sawyer found out Batman had been shot at by Chandler - he'd then taken her gun.
Chandler went to Akins, who had them set the spare signal up (once given to them by Kord Industries - laser operated). No sooner than they lit it, Batman was on the roof. He got the location from the killer within seconds. The would-be-third victim was saved in time.
