PLOT:
Man-Bat is the latest of the meta-human villains to be captured by the Suicide Squad as he flies through the streets of Gotham. Bruce suspects that Penguin is trying to take over the Gotham Gangs left without leadership after the murder of Black Mask. He goes undercover as Matches Malone to try and catch Penguin in any incriminating acts and to decipher what connection (if any) Penguin has to the Suicide Squad appearances at the Iceberg Lounge and the disappearance of the super-villains. While there he over-hears Penguin setting up a meeting with Two-Face and Riddler about a supposed "underground railroad" out of Gotham to escape the Suicide Squad.

Across town Nightwing (with Alfred) breaks up an illegal super-hero gambling ring. While apprehending the crooks he finds that they are using a form of mysterious technologically advanced weaponry. He surmises that this weaponry means that a new player has arrived in Gotham who is also trying to take advantage of the power-vacuum within the current Gotham Underworld. All of this undercover action leaves Tim on his own as he responds to the Bat-Signal and attempts to break up a gun-fight in the streets.

A group of old-time Gotham crooks are meeting over dinner to discuss a potential united front to take over Gotham. They are interrupted however when yet another new-comer named Tobias Whale shows up and stabs two them in the heart with his hand-held harpoon. Taking a seat at the dinner table, the plus-sized tycoon introduces himself and announces that he will be arranging a meeting between the heads of all of Gotham's Crime families.

Back at the Iceberg Lounge, Penguin's is holding a secret meeting to discuss helping Two-Face, Hugo Strange, Scarecrow and Mad Hatter escape Gotham. Matches Malone is watching from the shadows when suddenly the Suicide Squad bursts through the door and begins arresting all the villains - including Penguin! Bruce attempts to sneak away but is knocked unconscious by Bane. Bruce lies sprawled out on the floor of the Iceberg Lounge while the Suicide Squad contemplates what to do with this low-level thug, Matches Malone.
