PLOT:
Four months ago in Gotham, a vibrant young mobster named "Handsome Johnny" is meeting his boss Tobias Whale at a bar in Metropolis. It seems that a recent drug deal had gone bad and Johnny was placing the blame on Superman. Tobias had heard otherwise and calls out Johnny as a traitor - smashing a glass in his face and impaling his hand to the table with his harpoon. Whale orders Johnny away and tells his goons to have him tortured and his skin peeled. After hours of torturing, Whale's people throw the bleeding and skinless (formerly) Handsome Johnny out of a high window leaving him for dead. Fortunately for Johnny he is found by Intergang's Bruno Manheim who has other plans for him.
One month later in Gotham, Penguin is accosted by someone who offers him a partnership. Penguin tells the man (Jessup) that he should take his offer to Great White Shark in Arkham - the supposed new ruler of the Gotham Underground. Penguin is momentarily distracted by a violent outburst from Amygdala and when he turns around, Jessup is gone.
After another month of waiting, Jessup returns. Someone is rounding up all of the villains and they need an inside man. While Penguin is mulling this decision over, the Joker arrives to the Iceberg lounge. After killing several patrons, Joker orders the entire left side of the menu and a case of the "severely overpriced" champagne - all of which he refuses to pay for. Afterwards Joker poses for a picture with the
corpses of his victims. This is enough to convince Penguin. He's tired of playing second-fiddle to such low-lifes - old acquaintances like Joker or otherwise. He tells Jessup he's in. They have their inside man.
Handsome Johnny slips in and out of consciousness deep inside the workshop of
Desaad on Apokolips. Manheim has delivered Johnny to Desaad to have him stitched back together. Johnny Stitches is born.
Within three weeks time Penguin has amassed a large group of general lowlifes -
prostitutes, drug addicts, homeless and the other gang members which no gangs will accept. He offers them all a place on his new gang and brings out a crate full of gear and clothing left over from some of the more famous evil-doers in the DC Universe. One person in particular, a woman (whose face is obscured from view) is hand-picked especially by Penguin as she has shown particular promise. He takes her into the back room and offers her
a special costume - the SPOILER costume!
While more and more of Whale's gang (frightened by the increasing amount of grotesque violence befalling their criminal
brethren) begin to abandon ship, someone proposes that Whale move his operations to Gotham. Gotham, as the man notes, is seeing more and more of its high-profile
criminals disappearing from their streets as of late and Whale could take advantage of this. Meanwhile, Manheim is proud of Johnny Stitches for causing such turmoil in the Whale camp. But now, Manheim says, it's time for Stitches (and Intergang) to move to Gotham as well.
Finally it is revealed who it was exactly who paid to have Matches Malone knocked off after he arrived at Blackgate five days ago. Bane (after slipping away from the Suicide Squad) has been watching Matches Malone very closely and has determined that he is none other than his arch-nemesis Bruce Wayne a.k.a. Batman! Bane claims that everything since joining the Suicide Squad has been a charade to cause his enemies to underestimate him - to consider him a weak minded muscle man. But the time for action is now.
Bane has set his sights on Batman once again!
