PLOT:
Mackenzie Bock continues his quest to take back the 100 blocks of Gotham for the side of order. He sets up camp in the old Westside High where he is aided by veterinarian Vanessa De Vries who cares for the sick and
injured. Also helping out is Vanessa's father, Alfonso who trains Bock's troops in different fighting
styles.
Even in the free market area, the drugs necessary to keep the wounded alive are running scarce. Bock and Vanessa go to Penguin for his help. Penguin agrees only on the condition that Vanessa help treat his pet birds.
After another scavenging trip ends badly in a cave-in, Bock's shoulder is
severely dislocated. While Vanessa is tending to his wounds he sees a familiar face reading the news on the television. Bock had just seen the newscaster in the free market the day before. Bock deduces that there must be an underground railroad out of Gotham and the only person who might know about it is Penguin.
Penguin agrees to help the children of Westside High escape from Gotham if Bock agrees to fight the fan-favorite cage fighter Angel. Although
injured from his last scavenging hunt, Bock agrees and begins to train for his fight
with Alfonso.
