When someone by the name of Danny Flowers goes missing, Batman hears that he skipped town. Deciding to investigate, Batman decides to go under cover as Matches Malone and try to get to the bottom of it all.
The trail leads him to a man named Shank and his materialistic girlfriend Delphine. Working with the Fantoms,
Shank accepts peoples payments of gold and jewelry and has them stashed away for the inevitable day when Gotham as re-opened and he will be rich.
The only problem is that none of Shank's clients actually get out of Gotham. Instead they are put into an underground holding area and kept there, forcing the trapped
citizens to live like cannibals, feeding on the next soul hopeless enough to try Shank's exit strategy.
Batman fights his way out and frees all of the citizens. Shank is arrested and in the end, all of his jewelry once again means absolutely nothing.
