Robin is beginning to settle in to Blüdhaven, although he doesn't fit in at all at his new high school, and Dana is showing encouraging signs of recovery at the clinic. However, one problem does present itself - Tim's legal status. His father is dead and Dana never adopted him, so he could be considered a ward of state. Batman offers to adopt him in his identity as Bruce Wayne, but in Jack Drake's will, a brother - Eddie - is mentioned, and named as Tim's guardian. Tim is
surprised to learn that he has an uncle, but as the man is apparently a globe-trotter, he may be hard to track down. Back in Blüdhaven, he runs into a gang of street thugs and then gets shot by several arrows out of the blue.
