PLOT:
Robin takes on Red Robin who quickly proves to be a less than worthy opponent. The battle escalates as Red Robin quickly resorts to using a firearm to to try and
kill Tim. When that doesn't work he
sets off an explosion that threatens to crush the rioting gangs in the resulting rubble. Robin diverts the debris, saving the rioters but allowing Red Robin to escape in the process. Tim takes Stephanie with him and using the
Batmobile's defense systems, he's able to terrify the mob into submission by using a derivative of the Scarecrow's fear toxin.
Although Scarab and Lynx were able to get away, Jaeger was not. But while the remaining police force attempt to question him, Gordon confides in Officer Harper. Afraid that their own corruption might be exposed if Cavallo and Wise talk, the rest of the GCPD continue their
unofficial strike. If the 'blue flu' continues to cripple the GCPD, the DA may have to drop their charges against the crooked cops in order to get everyone back to work.
Back at the Bat-Cave, Alfred is attending to Stephanie's gunshot wound. Seeing Robin's behavior at the riot begins to make her worry that her little war games
scenario may not have played out as she hoped. Has the added stress actually made Tim a better
crimefighter as Batman wanted?
Meanwhile Tim is continuing to run scenarios through the Bat-Computer trying to get a handle on where the violence might spring up next. It's clear to him that Red Robin was pulling the strings and manipulating Scarab and Jaeger. But who is he? And more importantly, who is he working for?
After managing to sneak a beacon onto Red Robin during their fight, Tim arrives at his location just in time to see Scarab accepting her payment and departing. He confronts the costumed villain and unmasks him revealing none other than
Ulysses Armstrong behind the mask and padded armor. The now teenaged former "General," confesses that he and his employer found the Red Robin suit in the trash and decided to use it to wreak
havoc on Gotham. Before Tim can apprehend Armstrong, he receives a report that Scarab is causing more trouble
in the city. He leaves but not before Armstrong hints that a quick check of his 'girlfriend' Spoiler's
recent whereabouts might reveal just who else is in on the plan.
With Scarab long gone by the time he arrives on the scene, Tim decides to follow Armstrong's clue and heads towards the warehouse Stephanie was held hostage at. Stepping inside he finds himself staring face to face with the golden mask of Anarky. Before he can realize it, the building explodes around him! It seems as though yet another
of Batman's under aged villains has returned to push Gotham into total anarchy.
