PLOT:
Anarky's bombs continue to go off in the Gotham streets below where Tim Drake, wearing the mantle of Red Robin, continues to duke it out with Ulysses Armstrong. Pre-recorded messages of
hatred and fear play through hidden loud speakers urging the riotous citizens and gang members to destroy each other even more. Trapped by the fires, gang members originally on the scene to discuss a
potential truce are nearly at each other's throats again and Spoiler is stuck in the middle trying to maintain any semblance of peace.
Just when things looked their bleakest however, the GCPD bursts through the walls of fire, arriving on the scene to try and quell the violence. But whereas the former Anarky used anarchic measures to
try and affect social change, Armstrong's version of the red hooded vigilante seeks to use anarchy to bring about a form of rigid martial law. The arrival of Gordon and his task force only seems to bring
Ulysses's plan closer to fruition. But much to his chagrin, the citizens actually begin to bond under the pressures of the riots - helping their fellow man escape from the blazes.
Observing below, Tim sees that the final part of his plan has just arrived as Officer Jamie Harper pulls up behind the other cops.
Hoping to exploit an old weakness in Ulysses' psyche, Robin had asked Officer Harper to escort Armstrong's parents to the scene. Watching as his mom and dad get out of the squad car,
Ulysses barely bats an eye. Ulysses takes pleasure in telling Robin that his final bomb
will take out either Spoiler or Harper. With only moments to choose between the two females in his life, Tim opts for the one put in danger by following his directions, not neglecting them - swooping in to save Jamie.
The final bomb's location is in a mail box right next to Jaime's squad car. Robin swoops in and pushes her out of the way as the bomb goes off, decimating her car. However unbeknownst to both Tim and Ulysses, Harper had brought along not only
the Armstrong parents, but also the Armstrong siblings as well. Although Mr. and Mrs. Armstrong had moved away from the car by the time of the explosion, both Ulysses' brother and sister were still inside the car when it exploded.
The callous exterior dropped completely, Ulysses Armstrong clings to a railing, sobbing and blaming Tim Drake for the horror unfolding below. Gordon scolds Tim for his actions but the
young man stands firm. Regardless of what Batman may or may not have done, the Dark Knight isn't there anymore and Tim
reaffirms that he stands by his actions as he takes off into the night.
He meets up with Stephanie on a nearby rooftop. Calling her out for her role in the gang war he confesses that
he loves her too much to let her screw things up like she does and tells her not to be the Spoiler anymore.
But as one door closes, another opens. Although Tim may be losing the Spoiler from his arsenal, he gains the unlikely help of two of Gotham's "finest" - Detectives Cavallo and Wise. Jason Bard meets up with the two
crooked cops and blackmails them with photos he paid a prostitute to take of them during their last "outing" together. Faced with photographic evidence of some not-so heterosexual activity between the two men, the detectives are told that they now
report to Robin whether they like it or not.
Another new addition to the team comes from yet another unlikely source. Awhile back, Tim had overheard Nightwing using the override code for the Justice League teleporter. In the spirit of Bruce's undying belief in second chances,
Tim pays a visit to Jason Todd in Blackgate and passes along the override code he heard Dick use earlier. Jason in turn, has the idea to have Wayne Corp acquire several of the corner Sunbucks Coffee chains and convert them into
aid centers called "Neon Knights." Staffed by gang members looking to work off their debt to society, the Neon Knight centers would help rehabilitate Gotham following the gang war that Jason was partially responsible for
causing.
Yes, Gotham City is a changing place. And the final most dramatic change comes when Commissioner Gordon invites the new Detective Specialist Jamie Harper up to the roof for a special lighting ceremony. But the Bat-Signal won't be lighting up the
skyline tonight, instead a glowing 'R' shines across the clouds reminding the city that it still has a hero watching over it.
