PLOT:
Two-Face's destruction of the computer records relating to Gotham's justice system is causing chaos - Blackgate Isle is fillinf up with prisoners, bith innocent and guilty, and the inmates inevitably riot. The tension over Batman is also causing hostility beween James Gordon and Sarah. Batman is able to quell the prison riot, but Two-Face's plans proceed apace, including the kidnapping of one Harvey Kent.
