PLOT:
Bruce Wayne recruits James Nairn, a man whose life was destroyed when the quake hit to be his unofficial spokesperson at a meeting between Gotham's biggest corporate entities. Although the man
is unable to convince the corporations to stick around in Gotham, he does come up with a great plan to re-build the financial situation of Gotham. Wayne Corp will grant money to 100 business men so
that they can start their own small businesses.
Meanwhile, Narcosis is walking around the ruins of Gotham using his dream gas to bring mindless "bliss" to the citizens of Gotham. He stumbles across Jervis Tech, the Mad Hatter who is using hired goons to dig up
his vast collection of hats that were lost in the quake. After Narcosis gives "bliss" to one of Hatter's henchmen, Hatter strikes up a bond with Narcosis on the one stipulation that once their partnership ends and Gotham is full of bliss, Narcosis
will hand over his face mask to Hatter.
