PLOT:
It was not long ago that Tommy Elliot was imprisoned within the Wayne Foundation building in a tiny windowless cell inside one of Bruce's old panic rooms. Now, although he's moved up to the much more posh accommodations of Bruce Wayne's executive office, Tommy is nonetheless trapped inside a Wayne devised prison. Forced to go along with whatever his watchful guardians deem appropriate for him, he spends his days looking out of the window at the city below. A city now running rampant with criminals much like (and much worse than) himself.

But it wasn't always this way. Back in the early 20th century Gotham was booming with it's two main industries - manufacturing and, of course, crime. In time Gotham became a genuine tourist destination. Between the Solomon Brothers' string of nickelodeons and movie houses and Carlo Geraldi's brand new 'Amusement Mile' Gotham was the town that knew how to unwind. As business increased, so did competition between the Solomons and Geraldi resulting in even more superfluous entertainment places - zoos, amusement parks, museums and reptile farms! Everywhere you looked there was something just begging to dazzle you (for the right price of course).

But then came the bust. The manufacturing collapse hit the city hard and no one seemed very interested in being entertained so much anymore - they were just interested in getting by; not to mention staying alive! Like any area hit by an economic depression, crime quickly rose and in Gotham's case became the reigning industry. And when the 'masks' came to town with their eccentric get-ups and criminal enterprises, one man knew exactly how to turn it all into a personal wind-fall.

That man's name was Sherman Fine, though to all his clients he's known only as "The Broker." Fine had the business acumen and the foresight to go around and begin snatching up these old run-down funhouses and theme parks, buying them on the cheap and selling them to his unique clientele as potential hideouts. Dealing almost always in cash, Fine knew exactly what it took to stay ahead of the game in Gotham. Should anyone get out of line, Sherman turns to his number two, a giant body builder in a black suit and tie named Max who usually comes armed with any number of weaponry needed to work out all the 'kinks' in the deal.

For the sake of his sanity, the morally gray Broker likes to take a 'hands-off' approach to this peculiar real estate market. He furnishes the location but keeps a distance from anyone or anything going on inside. Once the transaction takes place he leaves and never looks back. But after his last sale of the old Farmer Browns Pork Processing plant to Victor Zsasz, even he is having a crisis of conscience. On the way out, a tiny frail white hand reaches out of one of the many cages being wheeled into the building where Zsasz begins setting up some kind of spectator's arena. A quick jab of the blade from Zsasz forces the hand to recoil back into the darkness of the cage but Fine can't help but shake that memory from his soul.

Still, he holds firm to his previous in his belief to never get involved. But that gets pretty hard to do when Batman and Robin show up at his personal business office.

PLOT:
Kate welcomes Jane to her interrogation room. She removes her bandage over the scratch she incurred from their fight earlier and places it in the trash can. She wants to make sure that the detectives interrogate Jane Doe by the books. No shenanigans.

Except for Kate, a shenanigan free life is quite chaffing. So she heads out alongside Huntress to patrol the streets of Gotham. The two ladies stumble upon a shoot out in public and decide to take action.

But Kate can't stay away from her other life for too long. And a phone call from her son Ramsey back home in LA reminds her exactly of that. She finishes up with the bad guys and promises Ramsey she'll call him back before returning the precinct in her civvies to make hold a press conference. Looking directly into the camera, Kate confirms that Two-Face (Harvey Dent, the man who once held her current job a lifetime ago) is indeed a person of extreme interest. And his status as a former member civil servant will not not stop them from hunting him down to the fullest extent of the law.

There's only one problem. Two-Face isn't the person who hired Jane Doe - Black Mask is. And out of all the people watching the press conference, there's one person who knows exactly how bad of an idea this is. His name is Dylan Battles, Kate's weapon tech and former henchman to the villainous stars. And he knows in his gut that he just got pulled into another one of Kate's big adventures.
