ISSUE SUMMARY: Captain Atom, Major Force and a group of other heroes have been despatched to bring Superman in as a wanted felon, and Batman, too, if he abets the man of steel in any way. However, the group includes Katana and Power Girl, loyal to Batman and Superman, and the two wanted heroes are able to gain the help of these two to contact "the boy". A confrontation ensues in Tokyo, where Captain Atom must absorb the deadly energy contained in Major Force's body and is catapulted into the future. Meanwhile, Amanda Waller expresses concern at the substance which Luthor is injecting himself with - it could have unforeseen side effects. Hawkman and Captain Marvel of the JSA are sent out to bring the heroes in where the government team failed, and as Power Girl and Katana carry out their mission, Batman and Superman are fought to a standstill.
