Hmm, it looks just like the original Zipline Batman, so the figure itself can't be new. But, I've never seen it in that box before. |

It looks like a Zip-Line Batman photoshopped into a DC Superheroes package. Look at the dark lines above the biceps on the figure. I really wouldn't put it past mattel to put out Zip-line Bats again though. There may be a plastic cape, but it is hard to tell.
Can you link back to the page where you found th image? I know it is from Superherotimes, but I couldn't find anything on there when I looked around.

That is from Toy Fair, Mattel used it to show a smaple of what the new DCSH line would look like. Course they changed the package, but it was just a dummy set up.

Yeah, it was just a Toy Fair photo with some photoshop-type work. That figure isn't currently out and hasn't been announced for re-release.
