Could I get War Drums, and not worry about War Games? Would that still be good?
Because it seems that I can easily ignore War Games and go on to War Crimes once its released.
You don't get it, boy... this isn't a mudhole... it's an operating table.

I'd say you should at least get the final volume of War Games. Most of the pivotal event happen there, and I believe it has a recap of the first 2 volumes. That way, you'd get most of the story, but not have to worry about buying 2 of the books. War Crimes was a good story arc right up until the final pages.
