Raz, you just got my brain sparking how about this: Pamley Isley is a botanist that works for Dagget Industries and she comes up with a serum to help an old friend of Daggett's from the old days named Waylon Jones who has a skin condition, but the serum makes it worse; it make him look like a crocodile and as punishment she is subjected to chemicals that turns her into Poison Ivy...maybe make this a background story while Daggett tries to buy Wayne Industries from under Bruce's nose, using Pamela Isley to seduce him.

I think Killer Croc is just okay. I mean, I would perfer the other villains I had listed for the third film. And Ivy, no matter what version you do, it's going to come out pretty cheesy. Her motive is dumb anyways; to make it work with her you would have no choice but to make her insane, just like Burton did with Catwoman and we all know what a mess that was.
Btw, the False Face Society would play a big part in this. I'm not sure if I told you about this one guy on Facebook, Chris England, but he has this great idea for B3. Here's his post...
___
Please note, due to the length of my story, I'll show it in seperate parts. The Villains are Riddler and the False Face Society (a vast organization, made of henchmen with high-tech weapons and 4 super criminals, led by Black Mask):
A year has passed since The Dark Knight: Wayne Manor’s been restored; new cops have joined the MCU; and Gordon’s wife, still suffering from the trauma of what Harvey did, has left for Chicago with James Jr., leaving him with Barbara “Babs” Gordon. The Manhunt against Batman is still ongoing, dispite the fact that Gordon and several members of the MCU (like Crispus Allan, Rameriez's old partner) know the truth.
A new threat emerges: the remaining mob bosses are assassinated by the False Face Society, and Black Mask takes over as Gotham's crime lord.
Bruce Wayne has been dating socialite Selina Kyle, one of the wealthiest bachelorette in Gotham. Unfortunately, still dealing with Rachel’s death, he doesn’t seem to want to take the relationship to the next step.
Late that night, Batman brakes into Black Mask’s penthouse (to learn what he’s up against), only to find a woman dressed up as a Cat-Burglar (literally) stealing from the safe. A fight brakes out, interrupted as one of the False Face Society: arsonist: Firefly finds them and attacks them. Batman and Catwoman defeat him, but Batman’s forced to stop Catwoman from clawing Firefly. She escapes, and Black Mask (angry over what’s happened, puts a price on both Batman and Catwoman’s head.
END OF PART 1
What do U think so far???
Here's Part 2, enjoy:
In a secret underground chamber, a mysterious figure's planning a dangerous game against Gotham PD and the False Face Society. Calling himself The Riddler, this smooth-talking intellectual begins sending a spammed email to Gotham PD’s Computers, encrypted with a question that, if not answered, can crash the system; in reality it’ll feed him all data to his motherboards. Batman helps out the police, despite being held at gun point by Detective Harvey Bullock (who blames him for the murders Harvey committed). The question’s: “when you don’t know what i am, i am Something; when you Know who i am, i am nothing. what AM i?” Batman types “I’m a Riddle”, and the computer reverts back to normal. Harvey tries to arrest Batman, but due to Crispus’ intervention, Batman escapes. Meanwhile, Riddler had been watching the entire thing, becomes interested in bringing Batman into his little game.
Black Mask has also been given a present by Riddler on his screen; an anagram: Areddw. It takes him a few minutes, but he’s finally able to solve the anagram; edAward. He sits down and starts thinking about what the answer meant until he says: Nashton. He calls for Deadshot and Black Spider to undertake a new assignment.
END OF PART 2
Here's Part 3, enjoy:
Bruce is in the Bat-Cave, looking over the riddle, and is wondering what this new villain is up to. Alfred appears, saying that Selina is at the front door. Bruce asks Alfred to say he’s out. Alfred reluctantly obeys; but also reminds Bruce about how he’s only turning her down because he’s still stuck in the past. Bruce finally chances his mind and goes out with Selina.
Deadshot and Black Spider enter an abandoned apartment, to a room that once belonged to the mysterious Nashton. The room’s empty, except for a box with a question mark on it. Black Spider is quick to open the box, while Deadshot is quick to say “Don’t open it”. Too late: a computer-bomb activates, with 15 seconds to answer another riddle: “what is So fragile, that once you say it’s name you BraKe it?” As the room locks down, Deadshot is quick to escape, while Black Spider is force to try and solve it. Unfortunately, he doesn’t read the question properly and says “Glass”/ the first think that comes to his mind as something that brakes. The apartment explodes, taking Black Spider with it.
At his penthouse, Black Mask fires Deadshot for, not only incompetence, but for not answering a simple riddle, the answer was “Silence”. When his assistant criticises what he’s doing, Black Mask shoots him, point-blank, in the face and randomly selects another goon to be his assistant.
Batman is outside (he was one of the 1st people near the apartment site when it blew, a salvaged the computer bomb and it’s riddle), getting ready to confront Black Mask, when he sees Catwoman enter another window nearby. Catwoman is trying to destroy several files in Black Mask’s office. Problem is the light is on, and Black Mask and Deadshot see movement under the office door as he goes by. Black Mask brakes the door open and Deadshot open-fires at Catwoman. Batman appears and saves Catwoman from being killed. They both escape, but one of them's been wounded by Deadshot, with blood on the floor. Black Mask asks for his “friends” in the Gotham Police department to analyse it.
Realising he’s going to need real “muscle” to take down Batman, Catwoman and this Riddler, Black Mask makes a call to his “South American division” to send him there ultimate solider: BANE.
END OF PART 3 (Halfway there)
Here's part 4, enjoy:
Batman locates Catwoman, who’s suffering from a server wound in the shoulder; Batman isn’t doing well himself. While helping to heal the wound, they argue over what Catwoman was doing in Black Mask’s penthouse in the first place. The argument ends in a kiss, and Catwoman leaving, not before saying that Black Mask will suffer for what he did to her years back.
As Batman’s about to leave, he sees a question-marked signal in the sky; and it’s moving. He takes to his Bat-Pod and pursues. The signal is coming from a customised BMW; and the person in the passenger’s seat open-fires at Batman. Batman uses the Bat-Pod’s grappling hooks to disable the tires, sending the BMW into a fire hydrate.
The person in the back-seat brakes opens the door and walks towards Batman. He’s wearing a solid green jacket and jeans, underneath the jacket is a grey T-shirt that is ripped to resemble a question mark. His cane serves the purpose of helping to prop him up, due to a disabled leg. This man is THE RIDDLER. Riddler reveals he set this up so he can lure Batman out into the open, so they could meet face-to-face. Batman wants to know what he’s up to, but all Riddler says is “I wrote it in capital letters for you. Need another clue.” And he throws Batman a box with a question-mark on it. “You have the riddler I sent Black Mask, that and the others is all you need to deciper my mother riddle: what am I up to?” Say’s Riddler. He’s about to leave, but Batman won’t let him do that. So Riddler activates a switch on his crane and the building next to them catches fire. “What’s it gonna be Batman: Chase the Villain or save the civilians?”
Batman saves the people in the building; but the local PD arrive to capture Batman. The people who were in the building defend Batman, considering he just saved them. Harvey Bullock criticizes, saying Gotham never had to deal with freaks like Scarecrow, Joker or this Riddler until Batman showed up. Commissioner Gordon is forced to defend Batman on this one time, much to Harvey’s shock. He lets Batman go, but this is the last time he can defend him in this situation. Next time, he’s on his own.
At an abandoned train-station, a cargo train strangely pulls up. Black Mask and his associates are there to pick up their cargo. Bane appears; saying that he has reviewed Black Mask’s proposal for his employment, but doesn’t like the idea of taking orders. When he’s threatened by one of Black Mask’s gang, he not only cripples the man, making it impossible for him to walk; but he steps on his spine (painfully). Black Mask agrees, and one of his associates gives him the results of the blood on the office floor. Looking at the results, Black Mask can only say “Had a feeling it was you!”
END OF PART 4
Here's part 5, enjoy:
Batman opens the box Riddler has given him, in it is another riddle: "i fly, yet i have no wings. i Cry, yet i have no eyes. darKness follows me; Lower light i never see". The answer’s a cloud. But Batman still can’t make out what Riddler was talking about. Suddenly, he remembers Riddler saying “I wrote it in capital letters for you” and realises that every riddle has an odd Capital letter in it. Pulling out the capital letters (S, A, M, A, B, K, C, K, L), Bruce is shocked to learn it makes the name BLACK MASK.
Using the name “Edward” from the 2nd riddle, Bruce and Alfred cross-reference the name to anyone on the police database that connects to Black Mask. One comes up: Edward Nygma Nashton; a dedicated technician who designed some of the False-Face Society’s high-tech weaponry, but when a explosion cripples his right-leg, he tried to sue Black Mask, but not only did he lose, due to Black Mask’s wealth, but Edward was stripped of all his assets. Bruce theories Edward must have lost his mind and is trying to take his revenge on Black Mask.
Selina visits Wayne Manor to talk to Bruce. She wants why Bruce is being so distant to lately. Bruce is forced to tell Selina about his childhood friend Rachel Dawes and what happened to her. Selina asks why Bruce never mentioned her; Bruce simply says “I thought I got over it; apparently that’s not the case.”
At that moment, Bane crashes through the front door and the False-Face Society henchmen flood the mansion, even knocking out Alfred; this shocks Bruce: has Black Mask somehow found out his alter-ego? He and Selina must work together to push back the False-Face Society. When Bane enters the equation, Selina’s thrown into a wardrobe (breaking the doors in the process). When Bruce tries to stop him, Bane strangles his neck with one hand and says “Stay out of this, play-boy. This doesn’t concern you!” Bruce finally realises it’s Selina they’re after. Black Mask enters the room and rips off the sleeve that covers her bandage, covering her wound and says “Blood never lies, does it Catwoman!” Bruce can’t believe his eyes; Black Mask reveals that she used to be a Bludhaven City prostitute like her mother. She was forced to watch her mother’s death when she stole something from Black Mask. In retaliation, Selina sets his face on fire with a match and alcohol. This is why he wears a mask: to cover his wounds. Selina escaped, covered up her past and came to Gotham and became a rich socialite (probably by using the money her mother stole from Black mask).
Suddenly, Commissioner Gordon and Gotham PD arrive outside; the attack on Wayne Manor has not gone unnoticed: someone was in the area. Black Mask sends Bane to attack the police. Several cops are injured, 2 cars are sent flying (with cops in them), and Gordon is captured. Black Mask, Bane and the False-Face Society leave with their captures, unaware that Riddler has been watching their every move
END OF PART 5 (Next comes the Grand Finale: Can Batman save Selina/ Catwoman and Commissoner Gordon from Black Mask and his False Face Society, or will Riddler have his revenge? All Will Be Revealed!!!)
Here comes the final part (forgive the length), here we go:
Alfred wakes up to find Bruce unconscious, he was knocked out before they left. Waking him up, Bruce reveals what Black Mask told him to Alfred. Bruce can’t believe Selina had such a cruel past; Alfred can only say, “I guess that no matter how hard you want to make the pass passed, it’ll always come back to haunt you. Selina has learned it the hard way!” Bruce starts wondering what Selina was doing at Black Mask’s Pent-House. He brakes into her car, which was left outside the manor. While finding her Catwoman costume, Bruce finds a folder concerning Black Mask. Reading through it, Bruce learns that Black Mask is done with Gotham and is planning to return to Bludhaven via a specially-ordered cruise-liner, and it’s to sail at midnight, 3 hours from now.
Bruce races to the new tech lab below Wayne Enterprises, where Lucius Fox’s waiting. Bruce asks if the prototype they’ve been setting up for 9 months is ready. Coleman Reese appears and says he’s finished fixing the sonar modifications; Coleman Reese has been working with Bruce and Lucius for the past year to make up for Gotham General and almost ruining Bruce’s reputation (Back in TDK). The proto-type’s the Bat-Boat; an aqua-dynamic hydrofoil/ submersible. Using the Wayne-Com 6, they’re also surveying Gotham Harbour and locate the luxury cruise-liner that Selina’s folder was referring to. As soon as Black Mask’s limo appears with their captives, Bruce suits up and activates the Bat-Boat and speads off through Gotham River on it’s way to Gotham Harbour. On the way, Coleman warns Batman that Riddler’s BMW was not far away.
Black Mask has his prisoners brought to the main hall to be shot at. As the False-Face Society make home in the ship, one associate finds half the crew tied up in the brig. The Staff onboard are henchmen of Riddler, and begin killing off the False-Face Society, except Bane, who breaks their bones and heads for the main hall to warn Black Mask.
Black Mask taunts both Selina and Gordon over their incapability to defeat him; as he gets ready to fire at Selina (Ladies First) he says “Your curiosity got the better of you, and as you know curiosity killed the cat!” But just as he says those words, his gun is knocked out of his hand by a question-tipped sickle, and a voice echoes across the room; “Curiosity’s not a sin, Roman Sionis, it’s the curse of the human brain; just as you are the curse of MY brain!” And Riddler appears; Black Mask is shocked that Riddler knows his real name (he never told anyone his name). Black Mask asks him why he’s doing this (referring to him as Edward); Riddler says “It’s all in the riddles: I, EDWARD, the master of RIDDLES and conundrums, will finally SILCENCE BLACK MASK for what you did to me and send you to that place in the CLOUDS! You may have humiliated me with your money and fire-power; but in the end KNOWLEDGE is power, and I out-smarted you, Gotham PD and even Batman”
As Riddler attacks Black Mask, Batman’s arrived at the cruise-liner and attacks Riddler’s henchmen head on. As Riddler is about to defeat Black Mask, Bane enters the room and catches what’s going on. “Time to begin missing the other leg of yours, amigo!” he says. Batman appears and attacks Bane, while Black Mask makes a run for it. Although Bane is stronger, Batman’s quicker, and is able to release Selina (giving her costume back) and Gordon. Gordon reaches the ship’s upper-deck and radios a call for help. Bane soon over powers Batman and cripples his arm. Ripping Batman’s cowl off, Selina is surprised to see Bruce’s Batman. Bane is not surprised (his photographic memory was capable of memorising Bruce’s exact height and considering all his assets, Batman had to be considerably wealthy). Bane intends to brake all of Batman’s bones so no-one can ever know who he was. As he’s about to brake Batman’s back, Gordon open-fires at Bane’s wrists, dropping Batman out of his hands and badly wounding Bane. Putting the cowl back on his face (Gordon claims not to have seen his face), Batman sees Selina’s gone: she’s gone after Black Mask.
Black Mask is heading for a jet-ski to escape, but Selina blocks his path: “So, ready to give me what you deserve?” Selina pulls out her bullwhip, and sends it, at high spead, at Black Mask’s mask, shattering it to pieces; showing his mangled face. Selina says “Yeah, you’ve got what got; Justice!!!” Selina’s then stabbed in the other shoulder by Riddler. Riddler’s disgusted by Catwoman’s own back at Black Mask, believing her exposure to Batman has made her soft. Batman appears and sees what just happened, and attacks Riddler. During the fight, Black Mask escapes on the jet-ski.
During the battle, Batman mocks Riddler over his intense obsessive compulsion: his inability to resist showing off how smart he was, by leaving clues that “You’re practically invited someone to try and catch you, Nygma” Over this revelation, Riddler says “Maybe I am crazy, but answer me this riddle: What do I have to lose anymore?” As he’s about to stab Batman with his crane, Batman sends disarms him using his batarangs and punches his lights out.
Selina reminds Batman of Black Mask’s escaping; so Batman remote-controls the Bat-Boat to fire on at Black Mask’s jet-ski. A direct-hit sends Black Mask flying across the harbour.
Gotham Police arrive (Barbara among them) and arrest Black Mask, Riddler, and their henchmen (strangely, Bane has disappeared), and rescue Selina. The police intend on arresting Batman, but Barbara stands between the group. Harvey Bullock tries to remind Barbara Batman’s a criminal, like Black Mask and Riddler. Barbara’s response’s “He just saved my father, when he could have left him to rot; Batman may be a vigilante and, maybe, a criminal; but he’s OUR kind of criminal!” To that, the police-force (along with Crispus Allan) put down their arms and help Commissioner Gordon to his feet. And Bullock, reluctantly, thanks Batman for his help; just as he’s about to leave.
The next day; reports of Batman help on taking down the False-Face Society and Riddler; as well as saving Commissoner Gordon’s helps him win back half the city’s trust. And the Bat-Signal’s ordered to be re-fitted and restored on the GCPD roof-top.
Underneath Gotham, Bane is seen walking through the sewars, saying “I’ll break you next time, Senor Batman; or should I say MR WAYNE!!!”
Gordon meets with Batman, along with Harvey Bullock and Crispus Allan, to say all Gotham PD has put the man-hunt aside and are willing to work along side Batman. As Batman leaves, he sees Catwoman not far away. Batman and Catwoman discuss about what’ll happen now they know their secret lives. They realise it’ll never work out and share one last kiss and Selina disappears across the skyline. And Batman flies off into the heart of Gotham City.
In a final scene at Arkham Asylum (featuring cameos of Scarecrow, Victor Zsasz, even that Thomas Shift Character) Riddler is seen playing cards with a unseen inmate. The inmate congratulates Riddler over his fine work, but says that he needs some help. Flipping a Joker card and nudgeing the brick wall, revealing a small hole, the inmates says “Together, we can paint Gotham green and red all over!!!” (Sorry, all I could think of) A creepy laugh is heard, as Riddler grins.
THE END (FOR NOW...)

Red-Blue, It all seems too busy (too much going on and too many Characters) and the Riddler plot is too close to the Batman Forever Riddler plot points in some cases...but that's just me

I agree with you on that it's too busy but the beginning of it was really well done. Btw, it's not how it's written for Riddler about how he acts, it's more of the actor's job at doing that.

How true Red-Blue, Just look at what people thought of Nicholson's Joker (That it couldn't be topped), then there's Heath's Joker...I think it's not only the actor but the generation the actor acts in, we've just been blessed with seeing two great actors in one great part.

For villains I've made up my mind; Black Mask (Clive Owen) and Riddler (Michael Emmerson) and maybe an edited image of Joker (Heath CGI) in Arkham as well as Two-Face (Aaron) whom would have been faked to be dead....
The Plot
It's been nearly 8 months since Gotham PD has turned on the Batman. Bruce has figured out how to hack into the GCPD database using the computers at the base (which is now almost done with the construction of Wayne Manor). He has figured out about somebody, a physopath, whom has been contacting GCPD offices numerous times (about Gotham's problems, about who the Batman really is, what his reason is, how corrupt GCPD has become, etc; maybe he could be calling about bombs in the city this time?), dating back to the beginning of the Batman. However, Loeb and then Jim had decided to keep it hidden... Batman is finally taking action on these events with Alfred by his side. For now, that's the least bit of worries; Gotham Central Bank has just reopened after the Joker's gang crashed it, and guess who happens to show up? None other than Black Mask (who's origin will be shown before his hiest). A little after half way through the film, Jim (slowly getting a divorce in this one) will be bending his rules and will go to Batman as a last resort, but not using the signal at first, Batman will be contacting him, but very rarely. Maybe a few times he can hack into Jim's cell or police radio, like Riddler would, and talk to him there, and perhaps Riddler would be easedropping on those calls using the abandoned Wayne Enterprises hacking gizmo we saw in the ending of TDK... Please give me all the feedback you can :)
Here are some trailers I think would work well... They are the best I've found...

@Red-Blue Blur:- OH MY GOD! You read my mind! Honest to god...
Edward would be perfect as an investigative reporter working for the news paper. It would TOTALLY fit his Riddler-persona. He loves puzzles and such. So, it would make sense. IT WOULD.
I hope Riddler looks like this:
But with a more darker edge to him.

Betcha never, betcha never, betcha never thought we'd get this far.
Betcha never, never ever, betcha never thought you'd touch my heart.

I betcha never thought of that.

Red Blue if you read one of my plot ideas I have Nigma as a investigative reporter with VERY questionable ethics that knows something about Bruce Wayne's new girlfriend Selina Kyle...mainly that she was a Cat burglar before she became a socialite

Ideal names: Gotham City, Gotham Dawn, Gotham Revelation
I think he should be an investogative writer too, I was wondering because it would be cool for him to be in the MCU but being a writer too... And I want him to be like Zodiac in the way where he sends stuff to the paper to publish, meaning he could work for the paper or not... I hope I made sense :)
"Things are always going to get worst before they get better."
And Riddler needs to be more than just a man. He can't be something a simple a a writer or a cop. He has to be an idea. He himself has to be a riddle.
How about this
He appears throughout most of the movie as a journalist. That journalist's name would be something OTHER than Edward. Nor would it be Nashton or Nigma or anything like that. He would be a minor character throughout most of the movie and no one would know he's Riddler.
At the same time, a new criminal is gathering the forces of Gotham's underworld into a new organization. That criminal has no presence onscreen what-so-ever til the end of the moive. His only calling card will be a series of taunting riddles to the police.
Batman eventually surmises from these riddles (which have secretly handed to him by Gordon) that Riddler is aware of Harvey Dent's transformation into Two-face and that his plot somehow involves the secretly still living attorney.
Batman races to Arkham, but is too late. Riddler's machinations have caused an Arkham breakout and Two-face, unaware of Riddler's control, takes over the remainder of Maroni's mob. Enraged by his imprisonment, Two-face starts a mad an angry war against the Gotham police.

Na, Legends of the Dark Knight is a little too long and it kind of takes TDK's name... The idea about Riddler is okay though.
How about Bruce have an iPhone in B3? I mean, like in The Batman with the "Bat-Wave" and everything. It could vibrate when there's some sort of crime he would prevent within the city limits. Basically like a police radio ap. It could be titled "Bat-Man Wave1." to make it look messy and realistic...

I don't think the title should have "Batman" in it though. I have this other idea for a title btw (since Gotham is slowly turning on Batman) Gotham Light/s. Light/s meaning hope. Btw, I don't think, even if I were a milionaire, I would never go to the trouble of making my own personal iPhone just for a police radio...
Imagine this for an opening scene for the next or fourth film...
INT. WAYNE MANOR-GRAND OPENING PARTY - NIGHT
-crowded.
WAYNE is walking around the party, he speaks to COBBLEPOT. He slightly ignores him, looking around him, over COBBLEPOT's head below.
WAYNE
Yes... Yes, exactly Mr. Cobblepot...
COBBLEPOT
Please, nobody calls me Mr. Cobblepot... (refering to the Penguin name)
As he looks around, his "iPhone" vibrates in his left suit's pocket. He looks down at it and takes it out.
WAYNE
I'm sorry, maybe we could talk some other time. I have to take this...

Red Blue, I know they used THE DARK KNIGHT for the most recent flm, nut using too many of the Batman nicknames I feel will turn off the average fan...I still think BATMAN: RESURRECTION will be the best title because it could have a double meaning...First the resurrection of Batman as a hero in the eyes of Gotham and Second the resurrection of the city because Batman is there to help bring back the city from disaster

I don't think it should be something as basic as "Batman: Word". Especially not something that's been done before on another movie series, like "Alien: Resurrection"
If you'll remember, The Dark Knight was the most succesful comic book movie ever made. So you may want to rethink that theory of keeping Batman out of the title turning away casual fans.
Legends of the Dark Knight is a good title because
1: It tells that it's the sequal The Dark Knight.
2: It reflects Batman's evolution into a legend.
3: It sounds good.
Legends of the Dark Knight is too long? Lord of the Rings: Return of the King is one of the highest rated films of all time and it's 3 words longer.
