Because originally Robin was in the film Batman Returns but cut after the figures were set. Daymon Wayons was rumored to have been up for the part, although I've never seen that confirmed.

While I think the jist of what you said is true, I wonder if the action figures were even started by the time filming began for Batman Returns, let alone script refining. How would they know how to design the Robin figure if his movie costume hadn't been designed? Kenner may have known that Robin was initially planned for the film and somehow ended up making a Tim Drake figure despite the decision to remove him from the movie. Or perhaps they simply thought that figure line would be a nice opportunity to design the first Tim Drake figure. After all, I'm pretty sure that was the first Batman line since Robin's debut, not counting Series 2 of The Dark Knight Collection. Regardless, he's a pretty neat figure.
