This is a short story by Paul Dini and illustrated by Alex Ross that appeared in the anthology Batman: Black and White Volume 2.
The story is about two Arkham Asylum psychologists who happen across a mysterious file about the Joker's true origins while going through the patient archives.
Dini is my favourite Batman writer and Ross is my favourite artist, and as usual, they deliver big time. This is a fantastic, brilliant and chilling story that gives new insight to the Joker and what I think is his best origin ever.
This origin could easily be thought of as his official BTAS(which Dini co-created) origin too.
Batman: Black and White Volume 2 has some good stories in it but this one is undoubtedly the best.

I read them when they were originally published in the first issues of Gotham Knights as back up stories. They were pretty hit or miss, but there werer some real jewels in there. The Black and White first volume has some really good stuff too, and some art by people who hadn't done Batman much before.

Yeah, "hit or miss" is a good way to describe Batman: Black & White. Some were great and others I couldn't get through.
Do you know which specific issue of Batman: Black & White or Gotham Knights that story is from, Planet-Man? Sounds like something I'd really enjoy. That's a great signature by the way.
I'm not sure what specific issue it's from. I found out about it from Alex Ross's book Mythology when he talks about painting the Joker. The only place I've seen it is in the Volume Two Black and White compilation book, which I got from the library.
