I think in terms of Scarface, he was a dummy that also had a life of his own.
A man named Donnegan carved Scarface from the Gallows Tree at Blackgate Penitentiary.

Arnold Wesker a cellmate of Donnegan?s was so drawn to the ventriloquist dummy that he killed Donnegan for him. Then the dummy seems to take on his own persona and control Wesker as the Ventriloquist and Scarface became a powerful combination in Gotham.

I always thought Scarface had his own life somehow and Scarface eventually gets shot in the head by GCPD and he sort of dies leaving Wesker alone.
