I think that either in ToyFare or Wizard they called him Arsenal. I guess that they are going to change his name to match Kingdom Come. That should be Roy Harper, formerly Speedy, currently Arsenal, and I guess eventually Arsenal.

Huh. I think it's a little bland that Speedy would end up looking exactly like Green Arrow in the future, aside from the costume colors. I wanted to get ToyFare's exclusive mail-away Red Arrow back in 2003, but didn't send in in time - not that I had much of an idea who he even was back then. The figure was simply a repaint of DC Direct's first Green Arrow (which I own), but looked quite nice.
