Okay, so since COIE there haven't been a multiverse for the DCU. There is one for Marvel, but hasn't been seen in a while or all the time. But since then, we have had Elseworlds and that Hypertime idea seen in Mark Waid's The Kingdom that was in the comics like the Superboy title. But now, thanks to our Post-Infinite Crisis DCU, the weekly series known as 52 has revealed the new multiverse.
Its not like this is anything new. In books such as Justice Society of America, and Dan Didio's message in an issue of 52, we all knew the multiverse was back. But just didn't know what Earths there were nor when would they be revealed. In 52 Week 52 that was released, ironically on 5/2/07, it was revealed that the secret of 52 was that there are 52 Earths.
SPOILERS AHEAD...
Before, each Earth was the exact same Earth as New Earth. But when Rip Hunter, Booster Gold, and Supernova (he's Daniel Carter now, Booster's ancestor whow as seen in 52 awhile back) were chased by a huge, really monsterous Mr. Mind (the redesign won't have people make jokes about that I'll tell you know), Mr. Mind altered each Earth they went to. So now, the 52 Earths that were once the same thing are now different each like the original.
Here is the listing of Earths in the new DC Multiverse:
New Earth:
The Main DC Universe
Earth 1:
Unknown.
Earth-2:
An alternate JSA (just like pre-Crisis but with differences) but missing Kal-L and Power Girl (said to be focused on in Justice Society of America).
Earth-3:
Close to the original Earth-3, has a redesigned Crime Syndicate of America.
Earth-4:
Includes alternate versions of characters that came from Charlton Comics: The Question, Captain Atom, Blue Beetle aka Dan Garrett (the Golden Age version).
Earth-5:
The Marvel Family; alternate versions of Captain Marvel, Mary Marvel and Captain Marvel, Jr.
Earth-10:
Freedom Fighters; home of the alternate versions of the Quality Comics characters such as Uncle Sam and it seems Nazi versions of the JLA.
Earth-17:
Home to the Atomic Knights.
Earth-22:
The Kingdom Come universe.
Earth-50:
The Wildstorm Universe.
Well thats it, thats what was shown. Remember, its 52 Earths and not all of them were shown.

I'm going to agree with Chris on this one; the "multiple dimensions/ earths" from pre-CRISIS were somewhat confusing, and CRISIS was created in an attempt to sort out those troubles.
Yes, there are now opportunities for new stories, or revivals of stories that couldn't be told in the 60's. However, I feel that this is just nostalgia on the part of the writers/ artists at DC for a "gritty" take on old situations.

Earth 1 is the New Earth from the end of Infinite Crisis.
Part of the reason that the Multiverse was brought back is that most of today's writers grew up with it and wanted to bring in the stuff from their childhood. It does create a nice place that makes continuity easy to explain. I personally never minded it, and it is cool to have all the alternate things available for writers (like in the recent JLA/JSA corssover issue). I can also see the advantages of a single co-hesive universe, but you really tend to run into issues of time.
Even Marvel, who once was very proud of their ability to keep everything in the same universe, has had issues recently. I am catching up on the current Captain America series (highly reccommended, check it out) and they have ret-conned different men under the mask of Captain America during the 50's and 70's. Apparently Steve Rogers has been thawed out for only 12 or so years. Makes it really hard for him to have been involved with Vietnam.
DC has had this problem since the 60's. The solution was the Multiverse. It will never permenantly go away. The Crisis couldn't even get rid of it for ten years before Zero Hour tried to correct things, and now it is wrapped up in this big warm and fuzzy nostalgia blanket.
My problem is that I have difficulty determining where things have happened in the past. Since the Infinite Crisis, there have been stories involving all these characters (Battle for Bludhaven included the Freedom Fighters for example) that now have their own Earths. Does Earth 1 include elements from all the other Earths and those stories just included those characters or are those stories excluded?
My best guess is that Earth 1 includes all the characters from the other Earths (except for the ones known to have travelled there from other universes, CSA, Power Girl, etc.). That allows for all DC Continuity from 1938 to now to exist on its respective world without altering our current Earth too much.

While I agree it makes the writers able to have more freedom, I have always hated the Multiverse idea and it means we will have more COIE type story arcs with more Zero Hour types story arcs to fix them.
