As revealed on DIXONVERSE and in Wizard. Chuck Dixon will be writing a miniseries of the adventures of the son of the original Green Arrow, Oliver Queen.
Longtime fans will recall that Connor Hawke was member of the JLA for a time and even defeated Lady Shiva in a fight in a crossover with Batman. Until Kevin Smith brought Oliver Queen back from the dead and Connor was sent into relative obscurity.

I think so. I have a co-worker who reads GA, and said that both go by Green Arrow. They look quite different in costume so it really doesn't get confusing.
