Justice League, or Justice League of America, into a movie has been talked about since....god knows when. However, one of the biggest debates is which superheroes would likely be in it. You would have to consider the actors and actress playing the roles, and how big they are and giving them more to do in the film.
X-Men would be a perfect example. Because its a movie, or a series, that deals with a team of superheroes. For the first movie; the heroes of the main team were Wolverine, Cyclops, Jean Grey, Storm, and Rogue. With that 5, the second film added Nightcrawler. I don't count the cameos not because they're there (no problem) but they're not in the main team thats focused in most of the movie(s).
Those movies should help anyone and everyone on the Justice League movie idea(s). I made two lists of the JL members that would work great in a film. Now the list includes only 4 characters each because while X-Men is a good example, its a series of a superhero team while the DC characters and more iconic and started out in their own series before they came together.
Here's the lists:
JL/JLA Members List #1
1) Superman
2) Batman
3) Wonder Woman
4) Hawkwoman
JL/JLA Members List #2
1) Superman
2) Batman
3) Wonder Woman
4) Captain Marvel
Now, the reason why theres 4 heroes instead of five is because what I said before; these characters are iconic and because of that 5 or more wouldn't work too good even for a movie that may spawn a series.
Now about the lists; the Trinity (Top three) is a given. The last one of each is different. For one, I love Hawkwoman and think she'll be perfect in a movie. Now many people would go against that because of Hawkman. But for a team like this, I don't want to see only one woman and the rest being guys. If anything, there should be out of the four total, 2 guys and 2 women. Make sense.
Not only that, Wonder Woman stands for something and is a symbol like Superman, and Hawkwoman is a detective like Batman and is in a war like Batman. That would be perfect if the movie has them spliting up. Perfect team ups within a team.
Now the second list; if anyone doesn't agree on list 1 then list 2 would be up their alley. Now Captain Marvel is up with the big three (or 5, 7, around there) and him with or against Superman is what he's mostly known for. But he also kinda represents us as little kids reading the comics, and having fantasies of ourselves with them (the superheroes). He is someone who gets that wish and wants to hang out with the big leagues. Perfect for the character, perfect for his role in a movie with the big three.
I still stand with my idea on the female superheroes as stated three paragraphs up. But I think Captain Marvel woud still work either way. And for that team up within a team; Superman and Captain Marvel (because of their history, you guys would know what I mean), with Batman and Wonder Woman (have something that would reflect the on again, off again relationship in the comics and in JL/JLU). That would work too.
I also have an idea of how the storyline would be in either case with those lists:
The movie would have something pure evil coming to earth. Forcing the big three to team up. Whatever this evil thing is, its connected with another character who arrives to the big three. At the end, the battle is won and the strength and how powerful the four was, this ignites the foundation of a JL/JLA (whatever title).

Now for why Flash and Green Lantern ain't invovled. Well thats also because of why theres only four members, reflecting the difference between the DC heroes and Marvel's X-Men. Thats not saying they shouldn't appear. They can appear in the sequel(s), just not Movie #1 for that sets ups the origin and beginning of the JL/JLA.
Thats my two cents.

First of all, I don't think the movie should be made, because the revenue from the toys off of this film would be too much for WB execs to resist and it justs plunges superhero movies back into the whole action-figure cookie cutter, Jon Peters, updated characters, development hellhole we went through with Superman back in the nineties. Second, you simply cannot make a JL movie with Green Lantern and the Flash, and that's that.

6. Some random female character.
