So why have`nt we seen Two-Face, Mad Hatter, or Scarecrow yet?...And what about Dr. Hugo Strange, we`ve already seen Batman becoming suspicious of him, its just a matter of time until the doctor acts upon Batman but I think we`ve waited long enough.

Yes, me too. Two-Face was probably my favorite villian in B:TAS, I think he would be awesome in The Batman. Scarecrow would probably be very cool too in the show.

They made a Scarecrow design, but I guess he's not showing up the in the show. I really would have loved to see him in the show, the use of the gases making people go crazy would;ve been cool to see on TB (afte seeing the way they did halucinations in the Spellbinder episode I really want more psychadelic type stuff)
Two-Face would be really cool to see, I'd love to see how Matsuda envisions him. But I wonder if they'd still make him Bruce's friend considering that's what they did with Clayface, maybe they'd keep it or maybe they'd make him someone else's friend? I dunno, I'm more interested in how he'd look.
Madhatter, not one of my favorites but it'd be cool to see. I dunno why but I think that Matsuda Madhatter would have a HUGE hat. I dunno why.

When I first saw the episode with RagDoll I got so excited thinkin it was Scarecrow, but it was a tease lol (Dont act like its just me, I`ll bet I`m not the only one who thought that). And how they made Clayface I didnt really like because I thought that was just so messed up for Bruce that his friend is basically never going to be the same again and in a way the friend he knew is now dead.

I think its mostly due to copyrights and licensing.
Everytime a different DC character is used, money has to be paid to DC (or whoever holds the rights). Thats probably why we haven't seen Robin...Teen Titans has exclusive rights to him. Why else would Penguin be in 70% of the episodes including the 2 hour movie.
This is only a theory, I have no proof of this.

Rbo, you're right on the whole licensing thing. in the end it comes down to WB (the parent company of DC) who gets used for what. Scarecrow was being used in Begins, so he wasnt going to be allowed in the show. same goes for Ra's. as far as Two-Face is concerned, i read the same thing. but Joker being Bats' main baddy was allowed. it doesnt make any sense to me. we had TAS when Returns came out and when Forever and B&R was made, so whats the big deal now? same holds true with toys. there are certain versions of characters Mattel can make and ones DC Direct can make. this is why we'll never see movie figures from DC Direct from the past movies.
