Special prosecutor William Kendrick formed a citizens' committee to investigate organized crime , naming the wealthy Ambrose Taylor to chair the committee. Taylor appreciated the position because it protected his secret life as leader of Gotham City's West Side Mob, When Kendrick drew close to learning his secret, Taylor killed him . Batman and Robin investigated and discovered the truth, enabling them to apprehend not only Taylor but also the rival East Side Mob, which was being protected by a political boss.
