PLOT:
Nathan Heywood is still in the care of Dr. Mid-Nite after his fight with Reichsmark. Reichsmark's liquid metal was absorbed into Nathan's skin and he is shocked to find his amputated leg has regrown. All of his skin has changed into an organic steel. He has become extremely strong but can't control his strength and even walking is leaving indents in the floor. He can also no longer feel heat, cold or pain.

Starman is visited in the psychiatric hospital by Superman who wants to know more about the Legion and what's happened to them. Starman is difficult to understand but mentions Legions from three worlds and trouble in the 31st century

The JSA creates a uniform for Nathan that is made of stainless steel. Having to move this steel shell should cut Nathan's strength so he can perform ordinary tasks like opening doors. Nathan must stand in a mold and have the steel poured over him each time he wants to put on the uniform.

The American Supremacist Party is holding a world culture class hostage and Power Girl asks Nathan if he would like to help the JSA. He joins them and does a good job in defeating the Nazis. Power Girl calls him Citizen Steel.

Later, Nathan is allowed to see the members of his family that survived the attack from the Fourth Reich.
