PLOT:
With a hefty portion of the Elliot family fortune gifted to her by Catwoman as a reward for helping her take down Hush, Harley Quinn decides to treat herself to some retail therapy. Eyeing a nice piece of jewelry for herself, Harley heads down to the local Gotham Jewelry store. But when the former girlfriend of one of history's most notorious murderers walks into a jewelry store it tends to cause a scene. Six armed cops in a stand-off type of scene. Gordon is called to the scene and upon realizing that Quinn intended to buy the stones outright is able to dissolve the situation without the use for force. Batman, nonetheless, is there afterwards to snatch Harley from the scene and deliver a personal reminder for her to stay on the straight and narrow.

But Gotham City is a never-ending factory of dysfunction and as one former-hood sets about getting her life in order, another tragic tale is just beginning. Candi (real name Katy), no older than twelve - is about to be pimped out to an older looking gentleman in a dark stretch limo. Her luck however is suddenly changed when a hulking guardian angel approaches and dispatches the goons. But this isn't Batman - perhaps far from it. Commissioning the limousine for himself, the giant stranger takes his golden knuckle ring stretched across his fist and stamps the word "abuse" into the elderly john's forehead before careening off into the night. Saved from one terrible fate, Katy may however be sentenced to a far worse one when, while standing staring in disbelief on the curb the sly and unassuming firebug Garfield Lynns brushes up against her.

It seems that Garfield has been busy brushing up against a lot of people lately. Setting up shop in the condemned Club Vesuvius, Black Mask's lieutenant has taken a page out of his bosses playbook, subtly bumping into strangers on the street and injecting them with a tiny transmitter. Planted just beneath the skin, the transmitters are capable of igniting a flash fire that could engulf an entire human in almost immediately after being triggered.

Meanwhile across town, unbeknownst to the rest of the Bat-Family, Damian Wayne has snuck into the secure holding cell inside Wayne Tower. Though he may have recently lost his biological father, the young boy still yearns for face time with his paternal guardian. And conveniently enough, it's there inside the holding cell that Tim and Dick have stashed the villainous Tommy Elliot who, following a reconstructive surgery several months ago, now bares a near identical likeness to the deceased Bruce Wayne. Damian is in the midst of a winning game of chess when he hears the news. Firefly has set off his transmitters causing half of Gotham to spontaneously combust!

He rushes to Batman's aid but it may be too late! Gotham is on fire and the streets have been transformed into a living hell!

PLOT:
Known for her experience in dealing with meta-human clientele, Kate Spencer seems a natural fit for the position of Gotham City's newest D.A. Following the assassination of the previous district attorney, Kate Spencer steps into the roll knowing full well how dangerous of a position it can be. After all, a quick glance at a list of her predecessors will reveal the names of several colorful individuals whose fates have been anything but pleasant.

Yes, Gotham City is a dangerous place - so dangerous in fact that Kate decides to leave behind her son Ramsey in order to take the job - promising to fly back to LA to visit every weekend until she can make the city safe enough for her loved one. But she fears that her methods may clash with the established order in Gotham. Or will they? Now that a new Batman has stepped into power even the Oracle herself - Barbara Gordon seems unsure just where the line now lies.

Nevertheless, Kate Spencer has dedicated herself to cleaning up the streets of Gotham - both in her day job and as the Manhunter. And so, taking a cue from the Dark Knight himself, she sets about on her face case - determined to strike fear into the hearts of criminals. She uses that fear and intimidation to force a skell into giving up the name of DA Hampton's killer - Jane Doe. Now the hunt begins.
