Static was a comic character first in the Milestone line that DC put out:
June 1993:
I don't really know what happened to all the characters in that Universe. The only time I picked up anything from that line was in the crossover with the Superman titles. I don't think that I read anything with Static, so I don't know if he would have amde a good addition to the Titans. I think that the team works well as it is though. Plenty of conflict right now.

We need to clarify, do you mean the comic or the show? First, in the show, he was SUPOSE to make appearances, but when it was decided that it was not in the same universe, they changed it to JL.
As for the comics.. He could appear I guess
