Well, since you're in the animated series forum, I'll try to give an animated series based answer. I would go with 2 to 5 years younger than Bruce Wayne. She was always a little naive, and I doubt that she would have used the Lazarus Pit until sometime between NBA and Batman Beyond when her father took over her body (that sounds a little icky when put that way).
Granted they never really say, but I don't think that I would be very far off. If you want the real accurate answer send the question to Denny O'Neil (don't ask me how, I wish I knew how to contact him) since he created her character.
not including in Batman Beyond cuz wayne is considerably older then before, otherwise yeah overall he's been about the same age

It's been stated in the comics that Talia has never used one of the Lazarus pits. Of course, she has used them since then-- in both the DCU comics and BTAS tie-in comics-- but since she never used them before, it means she is not ancient like Ra's is. Her age is never explicitly stated, so I agree that she is probably a bit younger than Bruce, within 5 years. Bruce is assumed to be perpetually in his early '30s, then closer to 40 once TNBA begins.
