Space Ranger manages to escape but is able to plant the Atom un-noticed into the villain's group. This enables the Atom to transmit images back to the JSI through Brainwave. All of the villains are led to Morgaine and Enigma where Morgaine tells them that the villains can become the Major Arcana (the tarot card symbols) and recreate the world together. Watching all this via Brainwave, Hawkman realizes that the scroll he wrote a long time ago was instructing him to build his own arcana. He's been assembling one made up of heroes without realizing until now what it was for. Later, when alone, Hawkman is frustrated because he can't see the whole picture. Charity appears and offers her help.
